UPWC is identified by Fatah as an official PFLP “affiliate” and by a USAID-engaged audit as the “PFLP’s women’s organization.” Several UPWC officials are tied to the PFLP, including its President Khitam Saafin and Vice President Suhair Khader. In a March 2018 article, the PFLP publicly identified Khader as a member of its central committee.
